
Within the VietNam - Japan comprehensive strategic partnership framework, science and technology, specifically space technology has emerged as a pillar of cooperation. The VietNam Space Center (VNSC) project, supported by Japanese ODA, stands as the flagship symbol of this technology transfer and strategic trust.
In alignment with the Resolution No. 57/NQ-TW (dated 22/12/2024) on breakthroughs in the development of science, technology, innovation, and national digital transformation of the Government of Vietnam and the "Strategy for Development and Application of Space Science and Technology to 2030", Vietnam is committed to mastering satellite technology, strengthening national security, and fostering a domestic space industry. The resolution explicitly emphasizes international cooperation as a key driver to accelerate workforce training and technology acquisition. This forum serves as a direct implementation of Resolution 57, marking the transition from infrastructure construction to operational mastery and application.
While cooperation has historically focused on the government-led development of satellites, the landscape is evolving. As Vietnam explores the development of a satellite constellation and seeks to build a self-reliant space ecosystem, there is a critical need to engage the private sector. Recognizing this shift, the Ministry of Economy, Trade and Industry (METI) of Japan proposed a public- private initiative to broaden the scope of collaboration beyond traditional approach.
The Convergence of "Vietnam - Japan Space Horizons 2026 Forum" and the official inauguration of the VNSC infrastructure in Hoa Lac creates a unique convergence of historic milestones and a new chapter in industrial partnership. By hosting this event at VNSC, both nations reaffirm their commitment to utilizing space technologies for socio-economic development and expanding the "New Space" economy in Japan and VietNam.
• Building upon the long-standing friendship and multifaceted cooperation between Japan and VietNam, strengthen bilateral ties in the space domain to contribute to a Free and Open Indo-Pacific (FOIP).
• Promote collaboration between the governments and space agencies of both countries in utilizing space technologies for environmental monitoring, disaster management, agriculture, and other societal applications.
• Reflecting the progress of Vietnam’s satellite development and space infrastructure through Japan-VietNam cooperation, discuss future avenues for collaboration.
• Expand opportunities for public-private-academic cooperation in space business, especially in response to the growing global space ecosystem and increased demand for satellite data utilization.
